Too often that knowledge remains isolated within individual projects, departments, or organizations. When teams change, valuable operational experience is lost.

The Problem

The same lesson gets
paid for twice.

A harbour authority in Prince Rupert spends months learning how to run a ghost gear recovery programme — which contractors work, which permits take two weeks, which GPS coordinate format DFO requires. When that team changes, or when Bella Bella starts the same programme, the learning starts over.

This is not a failure of intention. It is a failure of infrastructure. There was nowhere for the knowledge to go.
